Answer
An easy way to get soap up to the second story is a set of 2nd Story Spray Nozzles. This set is rated to 4200 PSI, so they'll work with your pressure washer.
If it's a large building, this Pro Long Range Foamer will get foam up to a second story as well. It comes with 3 nozzles to handle 3000-5000 PSI; you will want the one that works best with your GPM.

Mike - can I use the MTM Hydro Hydrojet 4.0 Orifice Turbo Nozzle w/ QC Filter on the surface of a wood deck or is it to powerful? I have a honda power washer not sure the psi but I bought it at costco so I am assuming fairly basic gasoline consumer type

Answer
In order to selected the correct nozzle size I would need to know the GPM and PSI of your unit. Turbo nozzles take the pencil sharp spray and spin it at approximately 3600 RPM giving you a 5-7" Inch Swath. This will be at High Pressure which can easily damage wood. it will depend on the PSI of your unit.
